General Bill by Health Care Regulation Policy Committee and Patronis (CO-SPONSORS) Van Zant
Health Services Claims: Authorizes insurers to offer voluntary wellness or health improvement programs that provide rewards or incentives; provides for medical verification for nonparticipation in such programs; provides that such rewards or incentives are not insurance benefits & do not constitute violation of unfair methods of competition & unfair or deceptive acts or practice provisions; authorizes appeals from denials of claims for specified health care services; prohibits contracts between dentists & health insurers, prepaid limited health service organizations, or HMO's from containing fee requirements set by insurer, PLHSO, or HMO; requires health insurers & HMOs to conduct retrospective reviews of medical necessity of specified services; requires health insurer & HMO to submit written justification for determination that service was not medically necessary & provide process for appealing determination.
