       The Committee on Education Pre-K - 12 (Thrasher) recommended the
       following:
       
    1         Senate Amendment 
    2  
    3         Delete lines 219 - 258
    4  and insert:
    5                   NOTICE OF PROPOSED TAX INCREASE                 
    6  
    7         The ...(name of school district)... will soon consider a
    8  measure to increase its property tax levy. This increase is
    9  necessary because the district school board violated the law and
   10  failed to adopt a salary schedule that compensates classroom
   11  teachers or school-based administrators on the basis of student
   12  performance rather than years worked; violated the law and
   13  failed to comply with the differentiated pay requirements;
   14  violated the law and failed to adopt end-of-course assessments
   15  to identify student instructional needs, verify what students
   16  have learned, or evaluate the performance of classroom teachers
   17  or school-based administrators; or violated the law and failed
   18  to comply with contracting requirements for classroom teachers.
   19  The district school board’s share of state funds from the
   20  Florida Education Finance Program for ...(fiscal year)... will
   21  be reduced in an amount equivalent to the additional levy
   22  because the school district violated the law. The taxes proposed
   23  are $XX,XXX,XXX for failure to comply with the following, as
   24  applicable:
   25         Failure to adopt and implement a salary schedule for
   26  performance pay for classroom teachers and school-based
   27  administrators
